The European Commission has provided updates from the Standing Committee on Plants, Animals, Food and Feed Section Phytochemicals -Legislation (SCoPAFF) meeting held on 10-11 July 2024.

Points relevant for the environmental risk assessment for plant protection active substances and products are as follows:

Terrestrial guidance document and indirect effects on biodiversity

The Commission has sent mandates to European Food Safety Authority (EFSA) for the update of the terrestrial guidance document (non-target arthropods, non-target terrestrial plants and soil) and to develop methodology to assess indirect effects on biodiversity. The proposal for multiple application factor (MAF) by some Member States for the various different terrestrial non-target organisms will be covered by the mandate for the update of the terrestrial guidance document.

Updated EFSA Risk Assessment for Birds and Mammals

The updated Risk assessment for Birds and Mammals was published by EFSA on 6 February 2023.
The Commission has proposed a revised cover page for the new EFSA bird and mammal guidance proposing its implementation for both plant protection active substances and products from 1 October 2025. It is also proposed that applicants could use the new guidance earlier if they wish. MS are invited to comment on this implementation proposal by 30 August 2024.

Update of Bee data requirements and of text related to active substances of biological and natural origin

EFSA Guidance Document on the risk assessment of plant protection products on bees (Apis mellifera, Bombus spp. and solitary bees) will be considered when Amendments to Regulations (EU) No 546/2011 (uniform principles), (EU) No 283/2013 (data requirements for active substances) and (EU) No 284/2013 (data requirements for plant protection products) are considered. New versions of the draft Regulations will include new text concerning active substances of biological and natural origin which still fall under the scope of the data requirements Part A. Member States were invited to comment on the new versions of the draft Regulations by 6 September 2024.
