A survey is currently underway concerning certain animal by-products (ABP) in EU fertilisers.

This survey is being carried out to help prepare possible criteria for the inclusion of these materials as inputs in CE-marked fertilisers (CMC 10).

The information requested relates to:

  • national legislation applicable to fertilisers
  • agronomic effects
  • nutrient content
  • processing
  • heavy metals or other residues
  • risks to health or the environment

Indeed, Article 42 of Regulation (EU) 2019/1009 states that the Commission may only amend a CMC if the proposed materials have significant market interest in Europe and if there is evidence of their efficacy and safety for health and the environment.

The category 2 and 3 ABPs concerned are:

  • Processed frass
  • Glycerine and other material resulting from biodiesel process and the production of renewable fuels which are transformed into biogas
  • Materials other than glycerine which are transformed into biogas
  • Processed animal protein materials
  • Meat and bone meal
  • Blood products
  • Hydrolysed protein, including hydrolysed protein derived from residues coming from the leather or textile industry
  • Dicalcium and tricalcium phosphates
  • Horn and horn products, hooves and hoof products
  • Hides and skins of ungulates
  • Feathers and down
  • Wet blue leather

All manufacturers of biostimulants and fertilisers containing ABP and suppliers of these substances are encouraged to fill in the questionnaire to provide data for the evaluation of these materials which are essential to include them in the FPR.
