The PPWR August 12 Deadline Has Passed – Act Now

The new EU Packaging and Packaging Waste Regulation (PPWR) establishes harmonized standards across all Member States.

It applies universally to all packaging materials across all product categories, impacting any company importing goods from outside the EU or distributing them across Member State borders. Under the PPWR, packaging is defined broadly, it encompasses primary, secondary, and tertiary packaging—from raw materials to finished goods—used to contain, protect, handle, deliver, or present products, as well as individual components such as labels, inks, adhesives, and caps.

To assign clear accountability, the PPWR distinguishes between two primary roles:

  • Manufacturers: Responsible for design, production, and initial compliance at the start of the packaging lifecycle. They must generate a Declaration of Conformity (DoC) to share downstream with supply chain partners.

  • Producers: Entities that first make packaged products available in a given EU Member State. They carry ultimate responsibility for end-of-life waste management and financing under Extended Producer Responsibility (EPR) schemes.

A critical gateway for market entry is the Declaration of Conformity (DoC). Before any packaging can enter the EU market, a formal conformity assessment must be completed to issue the DoC and compile the mandatory technical documentation required by authorities.

Although the PPWR entered into force in February 2025, core obligations apply starting August 12, 2026. From this date, mandatory EPR rules shift the financial responsibility for waste collection and recycling to producers. The 2026 milestone also introduces harmonized labeling requirements, recycled content mandates, and strict restrictions on hazardous substances such as PFAS and heavy metals.
