EU moves towards a new Regulation on safeners and synergists

A plant protection product may contain, in addition to the active substance(s), safeners or synergist, role being to eliminate or reduce phytotoxic effects of the plant protection product on certain plants.

A new legislation to safeners and synergists came into force on 19 June 2024 (Commission Regulation (EU) No 2024/1487).

Any interested party may have submitted a notification of already on the market safeners or synergists for the placing on the market in at least one Member State by 19 December 2024. Following this, a list of safeners and synergists authorised for the placing on the market has been available since 19 March 2025.

Any interested party wishing to submit an application for the approval of an already used safener or synergist may have submitted formally a request for inclusion of that safener or synergist in the work programme by 19 June 2025. 

A work programme, specifying the list of safeners and synergists included and designating for each of them a rapporteur Member State and co-rapporteur Member State was adopted on 3 December 2025 by Commission Regulation (EU) 2025/2274.

The application for the approval of a substance included in the work programme can be submitted to the assigned RMS and co-RMS – via IUCLID format – by 19 June 2028 at the latest.

Plant protection products containing safeners or synergists, which are included in the work programme, can continue to be authorised for a period of 5 years following the adoption of the work programme.
